In preparation for the Kumbh Mela 2027, the Uttarakhand government plans to construct a temporary city in Haridwar equipped with modern civic and administrative facilities — from police stations to hospitals.
The state has already sent a detailed proposal to the Centre, outlining the infrastructure required to host millions of pilgrims expected during the month-long religious congregation. Accommodation has always been a major challenge during Kumbh, especially for devotees who undertake long spiritual stays, known as Kalpavas.
To address this, the government will develop a temporary township spread over 500 hectares, complete with a 1,000-seat convention hall, multiple police stations, administrative buildings, and religious institutions’ offices. Ten public housing complexes with a total capacity of 25,000 pilgrims will also be built, along with 150 camp units at the Mela Circuit House.
Focus on Sanitation and Waste Management
Cleanliness remains one of the biggest logistical challenges for the Kumbh. Currently, Haridwar generates about 280 metric tonnes of waste daily, which is expected to double to 582 metric tonnes during the Mela.
To manage this, the government has sought ₹161.18 crore to deploy compactor vehicles, e-rickshaws, tippers, fecal sludge treatment plants, and other sanitation infrastructure.
Sanitation is our top priority during the Kumbh Mela. Separate allocations will be made for vehicles, cleaning machines, and human resources,” said Nitesh Jha, Secretary, Kumbh Mela.
Officials said dedicated budgets have been proposed for toilets, dustbins, interceptors, compactors, fogging machines, and riverbank cleaning systems to ensure hygiene and safety throughout the event.
